Article IX. Online Student Voting Procedure

Specifies procedures, timelines, voter credentials, and safeguards for conducting online student elections.

Section 1.

Thirty (30) days prior to Election Day, the Chairperson of the Student Government Commission on Election will start disseminating information to officially start the election through the official Facebook page of the NEUST Student Government Commission on Election and an email from the NEUST Management Information System (MIS). Dissemination includes the schedule of election per campus/college/department of NEUST and a step-by-step voting procedure.

Section 2.

Thirty (30) days before the election, the Student Government Commission on Election that will be in charge of the USG Election shall prepare and secure the functionality of the NEUST Online Election. One (1) week prior to the date of the election, the Student Government Commission on Election, in the presence of the candidates or the watchers, shall conduct a dry-run of the online election system to secure the proper functioning and integrity of the system.

Section 3.

Students whose names are included in the Master List of Students will receive an email containing the students’ Voter’s ID and Voter's Key, and a link where they will go that shall allow voters to cast their vote.

Section 4.

Any student voter who failed to receive an email from MIS may be allowed to vote upon the presentation of his/her certificate of enrollment issued by the Office of the Admission and Registration to the NEUST USG Student Government Commission on Election.

Section 5.

The canvassing of votes will be electronic and shall be monitored by the electoral board.

Section 6.

The voters shall be reminded to read carefully the instructions on the Online Election System and accomplish the voting by selecting the candidates he/she wishes to vote for every position.

Section 7.

Any student that will be reported to vote using another student's identity (Voter's ID and Key) to participate in voting shall be penalized.

Section 8.

Any voter and candidate who will witness any election irregularity shall report by filing a written complaint to the Chairperson of the Student Government Commission on Election. The Student Government Commission on Election shall resolve the complaint within twenty-four (24) hours upon receipt thereof.

Section 9.

Election protests on elections conducted through an online system shall follow the same procedures in the immediately preceding article.
